Can a cat be bi lingual? For example, an Savannah cat that had spent time with both its domestic and wildcat parents. Could they know a bit of the wildcat language? Example, they may say "fox-dung" in wildcat when they are frustrated verse domesticate cat.
Also, can a cat know a little bit of dog? Like a very basic understanding of the language? This question is related to one of the Manga series where Millie is able to say a few words in broken dog.
I'm not an admin so maybe I can't answer this but on the second there are Animal Whisperers in DayClan so I assume your cat could know a little? Faith
But on the first I have a cat who used to be a kittypet and she's learning wildcat speak at the moment so I don't think there's a problem at all with bilingualism.
I feel like the first one would be a no, there wouldn't be a circumstance really where it would happen because we only allow savannah cats of a certain generation on Classic.
For the second one though, yes! It's canon in the series, but just like in the series it would have to be a kittypet or a cat who has reason to grow up around dogs to communicate with them.
I'd say that if you wanted your cat to talk to a wide range of animals that would probably be a ForestClan elemental ability where you would be able to do more with it ^-^

As for the second one, I am not really interested in the powers to communicate with other animals. Only very limited vocabulary in dog, like Hello, No, or Go Away. Not full on conversations. Just very short words a cat might be able to pick up. Otherwise I would see it as a forum of god moding if used outside of the Forest Clans.
