(sorry, not sorry cleaver is an enabler)
There was no point sneaking over the Regime's tunnels. They were keen, if nothing else, and Funkbeat knew his poor attempts to sneak before had never gone well. So today, he just walked like everything was right in the world. Even he didn't bother going into the tunnels, and the top was still rich in herbs if you knew where to look. For instace, he found a bit of lavender in a bush. With one eye carefully looking at a nearby hole, Funk began to cut off the lavender stems with his teeth.
"And may I ask you just what you think you are doing?" Striking dark green eyes were watching him from the branch of a nearby tree. A lithe black she cat jumped down from her branch and slowly approached the foreign tom. She wouldn't attack him just yet. He was gathering herbs which hinted that he might actually be some sort of medicine cat. "The Regime takes prisoners of those who intrude on our land. Give me one good reason why I shouldn't take you to the commander right here and now."
While her tone wasn't threatening, it commanded respect. She held herself with the pride of a superior despite the fact that she wasn't a superior herself. She was a spy, someone meant to collect information on enemies and allies alike. She had been on her way home from a mission when she spotted this tom and decided to follow him. If his reasoning was good enough, she might just let him go, but she doubted he would be so lucky as to escape capture today.

"What good will that do you?" Funk was a little surprised a Regime cat came from above rather than below, but he got to shift his focus to the new cat in front of him. Not that he stopped clipping the plant. A logic battle like this could be interesting, but would they listen to reason?
"Think about it. A loner comes on your territory. No prey is taken, no one is hurt. They just take a few lavender strands and leave. No incident, no foul." He finally stopped after a few more joined the pile. Sitting up to his full height, he continued unthreatened,
"But if you take a loner in for trespassing, isn't that just a waste of space in your prison for those more of a threat?" The Regime was militant, too much for Funk's taste. Why bother wasting your time when there are more important things we both could be doing?
"I can't speak for your superior officer, but would they really be okay with taking in a simple loner for something like this?" He didn't know the ranks, he didn't care. But she didn't give off the vibe of a leader, so there must be someone above her. Besides, they must have something better to do other than interrogate him. Not that he minded.
"You are on our land taking herbs that we use for our soldiers without permission. That alone is enough to take you to our prison." Even so, Diana made no move to apprehend him. Honestly, they had enough to deal with already with both Foxstar, Limavady, and Riverwolf in their prisons. "I'm not sure if you are aware of how borders work, but typically when there are border markers, you are expected to respect them unless you have a very good reason for crossing, this does not include stealing herbs from our land." She honestly couldn't believe she was having this conversation. She didn't want to start a fight without a good reason though so she supposed a debate was the more logical choice at the moment.

i think it says more that they expect respect when they probably spy on everyone from under their feet
Who expects respect when they aren't worthy of it? It's like following a bumbling leader that takes everyone into a loosing battle, or a listening to a medicine cat who couldn't tell you the difference between stinging nettle and tansy leaves or some regime reference they could get. Borders are meaningless to one like him, where the only thing that'll keep him out of somewhere is a wall. And if one pops up, he'd find a way to climb over it.
"Even if I gave you a good reason, would you believe it? If I have a kit suffering from shock after a dog attack nearby, do you care?" Funk scratched behind his ear with one of his back feet, lowering it as he asked the she-cat plainly, "What are you afraid of?"
"If you had a good reason, you would have told me to begin with." Irritation was beginning to spark in her eyes. They had enough trouble without this guy. "We use those herbs on our own. Take what you have and leave our territory. While I am not afraid of anything at the moment, the Regime comes first on Regime land." Honestly she was beginning to think this conversation was going to get her nowhere. "If you don't leave, I can take you to speak with the Commander, but I can't guarantee you won't end up in the prison."

"That's not what I meant. Think of it this way," Her irritation didn't even phase Funk. All he was getting was boring, straight answers. He wanted something more personal, more fun than that. He'd swipe a few seeds and leave, but he wanted to hear her answer first.
"Why do we establish borders in the first place? You can say it's to keep what's yours, but doesn't that imply you're afraid of it being taken from you?" He tilted his head curiously, "The Regime is underground, a whole layer that most cats fear even passing through. Even if others walk up here, you'll rarely run into those who are brave enough to go down and bother you. Plus, I'm sure your healers or medics have their own fully stocked gardens underground, in an area I could only dream to reach. So I'll ask you again. What are you afraid of? Gimme a good answer and I'll leave with nothing."
